Progressing Torbay's heritage strategy with Culture Recovery Fund support

As part of our support for the recovery of Torbay’s culture and heritage sector, Katherine Findlay of independent heritage consultants Heritage Arts & People (HAP) is working on implementation of the Torbay Heritage Strategy 2021-2026. The new strategy was formally adopted by Torbay Council’s Cabinet in November 2020.

There are three strands to the implementation work:

Heritage Strategy action planning

  • Creating a template for dynamic annual action planning to deliver the objectives of the Torbay Heritage Strategy over the next five years

  • Developing the 2021-2022 heritage action plan in consultation with Torbay Council officers and elected members, TDA, Torbay Culture and a host of partner organisations across the bay

 Relationship building 

  • Strengthening Torbay Council's relationship with Historic England and Natural England in order to improve the management of historic assets and maximise opportunities to collaborate and attract funding to the bay

  • Working with partners to address issues at high priority sites and put plans in place for future management

  • Establish a Torbay Heritage Forum to facilitate collaboration and sharing between local heritage organisations and encourage partnership projects

 Interpretation framework

  • Developing a framework for telling key stories about Torbay's past that will help local organisations provide coherent heritage experiences

  • Working with the English Riviera Business Improvement District (ERBIDCo) to reposition Torbay as a heritage destination through these key stories

This work is part of Torbay Culture’s support for our local culture and heritage sector, and is funded by the Culture Recovery Fund for Heritage. The Culture Recovery Fund is being delivered by The National Lottery Heritage Fund and Historic England, using funds provided by the Department for Digital, Culture, Media and Sport.

Our Culture Recovery Fund action plan includes:

  • One to one advice surgeries for managers/leaders of heritage and culture organisations; and for individual practitioners

  • Business planning and equipment for the grade II* listed Cockington Court

  • A film exploring Agatha Christie’s passion for the bay’s natural heritage, specifically swimming

  • A film exploring Torbay’s lesser known heritage stories, and giving voice to under-represented communities
